The public response to Michigan’s Hardest Hit Fund program launch was more subdued on Tuesday. Call volumes were a fraction of the tens of thousands of calls received Monday that crashed the Michigan State Housing Development Authority’s phone system, said Mary Townley, director of the housing authority’s homeownership division.
