Janine Lind

Janine Lind serves as president of Enterprise Community Development (ECD), where she oversees a $1.4 billion portfolio encompassing 117 affordable housing communities that serve 23,000 residents. With over 25 years of experience in affordable housing, she leads ECD’s development, preservation, asset and property management operations. Under her leadership, ECD has 14 projects currently under construction and aims to increase that number to 19 within the year, adding nearly 1,700 new affordable units in the Mid-Atlantic region.

Lind’s approach focuses on integrating innovative development strategies, such as adaptive reuse and mixed-income models, while advancing public-private partnerships and policy tools like tax abatements and zoning reform. She prioritizes resident-centered programming, informed by comprehensive surveys, to enhance community engagement and services. A key part of her agenda includes implementing sustainable energy solutions; ECD has deployed 2.1 megawatts of solar energy across multiple communities, achieving significant cost savings for residents and advancing workforce training programs in clean energy. Plans are underway to expand these efforts with a larger solar installation initiative and related green infrastructure.

In addition to managing operations, Lind actively collaborates with stakeholders, residents and policymakers, emphasizing cross-departmental coordination within ECD to increase organizational impact. Outside of Enterprise, she founded the Permanent Supportive Housing Coalition in the Bay Area and serves on the board of the Columbia Downtown Housing Corporation. Her work reflects a sustained commitment to affordable housing production, preservation and sustainability, addressing urgent community needs through a comprehensive and scalable approach.
