Allstate Insurance was approved by the New York state court to pursue fraud claims against Deutsche Bank, Merrill Lynch & Co and Morgan Stanley over mortgage securities, according to Reuters. 

The major insurer said the banks misrepresented underwriting guidelines in offering materials, ignored defects in loans underlying securities, manipulated the due diligence process and used its knowledge to negotiate lower prices for loans.
