The Transportation, Housing and Urban Development subcommittee of the House of Representatives Appropriations Committee completed and approved their markup for the Fiscal Year 2012 budget last week, without including funding for HUD counseling.
The appropriations bill was approved the subcommittee on September 8th, and included $55.15 billion in discretionary spending. The amount was $19.8 billion below the President's budget request and $217 million below last years level.
For Housing and Urban Development, the subcommittee's mark up includes $38 billion in appropriations, $3.9 billion below the President's request and $3.01 billion below the previous year.
The Senate Appropriations Committee is working on their own mark up of the budget for Fiscal Year 2012. Once passed, the differences between the two appropriations bills will be resolved in conference.
In a statement, NRMLA said they expected the counseling funding would remain in the Senate version with the final resolution to come from the conference.
Should Congress be unable to complete the budget process by the October 1st deadline, they would likely pass a Continuing Resolution to provide funding for the government and allow additional time to complete the process.
For Fiscal Year 2011, the government operated on temporary Continuing Resolutions from October 2010 into April 2011 before Congress was able to pass a budget. The budget for FY 2011 excluded $88 million in housing counseling funding.
