Did the New York Fed know about Libor problems in 2007?

The Federal Reserve of New York may have been aware of flaws in the global benchmark interest rates that stirred the recent Libor scandal in the U.K. as early as 2007, Reuters reported Tuesday.

The article says Fed officials may have even shared proposals for reform with British authorities five years ago.
