International manhunt ends in arrest of field servicer on child prostitution charges

Royal Thai Police arrest North Carolina man for connection to prostitution ring

[Editor's note: The following story contains graphic details.]

Mickey Snow, the owner and operator of a multi-state field services provider that until recently provided services to one of the government-sponsored enterprises, was arrested in Thailand after leading authorities on a worldwide chase to avoid prosecution on child prostitution charges.

According to various media reports, Snow owns and operates Snow Enterprises, which operates in North Carolina, Florida and Kentucky. Snow Enterprises’ website states that the company provides appraisals, property inspections, property preservation, as well as other services.

Sources tell HousingWire that Snow Enterprises had a contract to provide services to one of the GSEs, until the sordid details that lead to Snow’s arrest first became public and the contract was canceled.

According to a report from Greensboro.com, Snow, 75, fled the country earlier this year after details of a child prostitution ring first shook the city of Eden, North Carolina in September.

The prostitution ring allegedly involved a mother pimping out her underage daughters to older men.

According to the Greensboro.com report, local police learned in early September that two teenage girls told the Department of Social Services they had been prostitutes since January 2013.

The report states that the girls said that their clients were older men and that their mother facilitated the deals.

From the Greensboro.com report:

Police that day charged their mother — 52-year-old Teresa Vanover of Carolina Avenue in Eden — with 24 counts of child abuse by prostitution and 24 counts of promoting prostitution.

The mother would take the girls to various men, who gave Vanover money in exchange for performing sex acts on the girls.

Police then began filing charges against several men, including Snow, who engaged in sexual conduct with the girls.

Again from Greensboro.com:

The police had gathered enough evidence by Sept. 25 to charge Snow with six counts each of statutory sex offense and patronizing a prostitute. Tuesday’s warrant alleges that the girls were 13 and 15 when Snow paid Vanover to perform sex acts on them.

Police went to two of Snow’s houses on Sept. 25 to arrest him, but they could not locate him, because he’d left the country.

Again from Greensboro.com:

Snow, 75, already had left the country by then, arriving first in South Korea before landing in Thailand, his destination.

He was there with his Thai-born wife on Oct. 5, when a Rockingham County grand jury indicted him on six counts each of having sex with a child and patronizing a prostitute.

According to the Greensboro.com report, Snow used the money he’d made with his field services company to crisscross the globe in an effort to evade capture.

Again from Greensboro.com, citing the arrest warrant filed against Snow by the Federal Bureau of Investigation:

According to the five-page document, Snow fled to Amsterdam and then to Panama, where he was denied entry into Costa Rica. Panamanian police, noting the sex crime charges some 2,000 miles away in Rockingham County, sent him back through the Netherlands to Thailand.

Snow sold properties and drained accounts, the warrant says, “to travel, to remain abroad and to avoid returning to the United States for a considerable amount of time.”

Authorities eventually caught up to Snow in Thailand, where he was arrested by the Royal Thai Police.

According to MyFox8.com in High Point, North Carolina, Snow was arrested earlier this month in Thailand and will be returned to the U.S. soon.

From MyFox8.com:

Mickey Snow, 75, was arrested in Bangkok Nov. 3 on charges of unlawful flight to avoid prosecution.

Snow was wanted on six counts of statutory rape, six counts of patronizing a prostitute and unlawful flight to avoid prosecution. He is being held in an immigration detention facility and will be extradited to the United States in the coming weeks, said Shelley Lynch, a spokeswoman for the FBI.

Snow was indicted along with Donnie Ray Carter, 55; Thomas “Tommy” Obie Woodall, 66; and Everett James Ferris Jr., 67; for various sex offenses.

According to the MyFox8.com report, Woodall, Vanover and Ferris remain in the Rockingham County Jail, each under a $5 million bond.
